Abstract
Langsa City has yet to enforce the precise requirements stipulated in Aceh Act No. 11 of 2002. Article 9 of the law explicitly pertains to the obligation of establishing places of worship in designated locations, such as mosques, musallas, and meunas, principally meant for educational activities. Furthermore, it is imperative for public transportation vehicles to make obligatory stops for passengers engaging in religious devotion, particularly those traveling from far locations. This screenplay aims to investigate the variables that impede and facilitate the government's implementation of Article 9, Paragraph 1 of Act No. 11 of 2002 in the city of Langsa. Moreover, its goal is to identify the specific situations that hinder the implementation of Article 9. This study constitutes a type of field research. Field research entails the collection of data and information through direct observation and study in a natural or real-world setting. Employing qualitative methodologies that seek to comprehensively grasp the essential essence of reality and identify interconnected patterns of linkages. Researchers employ several data collection approaches, including observations, unstructured interviews, and documentation. The study's findings indicate that the Act of Aceh No. 11 of 2002, namely Article 9 Paragraph 1, is not achieving optimal efficacy in government agencies, educational institutions, and corporate organizations. Nevertheless, integrating it into an educational institution yields more advantages. The government's inability to effectively implement the law can be attributed to their inadequate endeavors in promoting socialization, as well as the absence of appropriate supervision and enforcement protocols for individuals who violate the law within the concerned groups.
