Abstract

This paper assumed that the harmonise relation between the two elite components the ulama and the political elite would entrance the stability of the governance, for it has combined the two forces, the secular and religion. Accordingly, it is important to address the patterns of the relationship between them, by focusing on their historical interaction. To do so, the paper would apply the Ushul fiqh perspective in defining the concept of ulama. It is found that the term Ulama is referred to those who has the capability and competency to do ijtihad and excellence personality. In terms of the patterns of the relationship, it is found that there are there main pattern of relationship: integration, independent and collaboration. Based on historical evidence, the collaboration had been the dominant pattern of relationship . Which resulted in the associative relation between the Ulama and the governance.
